If these tribesmen are subjected to the high concentration of corrupting magic around the sanctuary, their fate could be even worse. But Rykolor doesn't want to act too hastily. If the others attack without making a plan first, Kurda the Horror Claw will simply crush them, and we will have achieved nothing other than increase the number of prisoners.
The [RESTLESS_SONS|Inexorable League] does this to decimate the number of people making a stand against the League, and this is done on Kadnis the Sower's orders. She herself is possibly located in the [ZONE_MOONCLAW_SHRINE|Moonclaw Sanctuary], monitoring what is going on outside.
